There are a lot of queries/problems arising out of Villagers I thought I would write a definitive guide to Villagers behavior. Please Sticky if deemed worthy !!
There are two types of Villagers, Male and Female. These always spawn in pairs, so your colony should always have an equal number of male and female villagers. Only male villagers can become workers (Builder, Farmer, Miner, Lumberjack etc.) Female villagers will not take any work.
When you place the town hall - 8 villagers will spawn over the course of the next minecraft day or two. Sometimes it can take up to 5-10 minutes for the first villagers to spawn, so don't panic if nothing happens straight away. These first 8 villagers will be 4 male 4 female and will happily live within the town hall. To get a male villager to take a job however you MUST place a citizen chest.
When you place a citizen chest a male and female villager will walk to the chest and will now call that chest their home. At night they will return to that chest rather than the town hall. Once they have set themselves to that chest, the male villager will look for an unoccupied worker chest, walk to it and take up the job relevant to that chest.
The female will wander randomly around the area close to her citizen chest and will perform the duties relevant to her, which usually involves hunting small creatures. Any items she walks over she will pick up and place in her chest (Note: the delivery boy currently doesn't pick these up). If she is adjacent to her citizen chest when you destroy the chest, she may pick up the chest and return it to the town hall chest.
This method is good for getting your first 4 workers. At this point you should have 4 citizen chests around your colony, and none of the villagers should be returning to the town hall at night.
If you interrogate the information of the Town Hall (right click the main town hall chest) You should see citizens 8/8 and if you have all 4 males working, villagers will = 4 and workers = 4 (Note: I need to confirm the terminology here)
When you want additional villagers and workers you need to do the following. For every additional worker you want you need to place an additional citizen chest. This will spawn another male and female villager at the town hall who will walk to the chest and assign themselves to it. The male however WILL NOT take a work position until you have completed building the Tier 1 house for that chest. (NOTE: I need to confirm if you also need to build the houses for the original 4 citizen chests). Once the house is built, the male villager will look for an unoccupied workers chest and go and assign himself to that task.
Repeat this process for the 6th and subsequent workers that you want.
If there are no free workers chests, the male villager will wander around in a similar manner to the female citizens.
If you destroy a workers chest, the worker will revert to an unemployed male citizen.
