You have found right thread to ask this questions and You could save a lot of your time if you read the first post. You need one citizen(settlers) chest per workers chest. They are looking for job only when they have homes. so what you mean, i need 4 more settlers chests. Ok thank you for this, ill try it

At this time the Consumption function does not work. Fortunately this means villagers don't get upset if you don't give them the requested items.

No?, Have you tried building your settler chest to level 1 houses? If you have, have you built the lumbermans hut to level 1? Yes? Do they have axes? You can place the axe directly in the chest or place it in the delivery chest. (I keep a large supply of all tools in the delivery chest and he delivers them as needed.) If you have a lumberjack and he has axes, have you turned auto pay on? You can also pay salary manually but you have to have the proper coins in your inventory.

multiply or moved town hall can cause glitches with villagers.
You need citizen chest+house for each worker. I guess You have lost first four free workers.

Regarding the 4 free workers.....
My Colony is now 24/24 but to get new people to take a new job I have to build a new Citizen Chest and Level 1 house (As Intented) - however I always have 2 couples standing around the town hall chest that won't take jobs or move into any new houses...
i.e. of my 24 citizens I have 12 males, 10 of which are workers and 2 of which are bums which refuse to take jobs... When I build a new citizen house, 2 new citizens spawn and take it rather than one of the couples still using the town hall...
Is this as intended ?
Current Workforce
Builder 2 x Miners 3 x Lumberjacks 1 x D-Man 1 x Baker 2 x Hunters 1 x Farmer

P.S. Level 3 hunter with all 3 dogs still got pwned by a single creeper which blew him and all 3 dogs up...
Any way of tricking the AI so the dogs at least don't set off the creepers Ka-booom !!

The creeper is a case of positioning, if the creeper is far enough away, and no trees are around, the hunter can take it down solo. If the creeper is spotted only when its very close, then the dogs don't damage it enough in time.
In theory i could change it so the hunter only acquires the creeper as a target when its far away, but that won't work 100% either. Lots of trees/branches will stop the arrows.
The idea behind the extra settlers was to give you the option to build a house immediately or put it off a bit. I didn't want a rigid one house one worker (at least not early on). i wanted it to be a choice to be decided as needed. Otherwise we'd be forced into making a builder first.

Ok, as long as it's "working as intended" and not a bug I don't mind Regarding the creeper.. I've noticed the hunter agro's the mob if its within his range, even if it's out of his LoS... often he stands there putting arrow after arrow into the nearest building, inching towards the target until it's in sight and then the battle starts .. usually this means he's right on top of the mob if its round the corner of a building and ka-boom.. One small change where the hunter sends the dogs as soon as he picks up on the mob would improve it a lot.. currently he waits, sometimes a long time.. this gives the creeper especially a long chance to close the range before the dogs go in, again increasing the Kaboom chance..

Big note: The NPC's will fail finding paths , dont make any kind of walls / ladder systems where they should walk over a hill or such coz they will NOT understand to use the walkway. The Miner NPC's also break their own Miner Chest blocks which will cause the Miner NPC to dissappear with the items / goodies in it's inventory. Thank you.

Once you have a builder, go to a Colony chest and click on Information. Then click on Build House. The builder will then build the structure.
