Last I checked he did. He can carry one of each tool and gives it to the first chest that needs it and lacks it.
The idea was to give the main chest 5-10 shovels (as an example) and he'll take one and give it to say... the miner.
And next time around he'll take one and when he sees the miner has a shovel in his chest, he won't give another. He'll then go onto the next chest, say the farmer. And if the farmer lacks it, he'll put it into his chest.
The next time he'll pick up a shovel and won't give it to either, because both chests have a shovel.
So as long as your main chest has tools, you can be sure the workers have their tools. If your main chest is lacking tools, then your workers *may* be lacking tools.
At least, thats the plan, maybe you can tell me if it still works that way. With more than one developer, sometimes things can break.

I know that they won't interact with the stuff, which is good, because they won't suddenly shut the lights off on me when I'm in my mine. And I don't mind checking their chests, I have to check them to put in new picks and shovels anyway. I also suppose i'll have to watch out for the lumberjack chopping down rubber trees, since those have fairly low sapling drops. Why do you check the miners chests? Doesn't the deliveryman keep the miner equipped (as long as the main chest has the tools?) You've got to check the miner's chest on occasion because the delivery man doesn't seem to be able to deliver mod-added ores. I have a picture of Verdite from the mystic ores mod remaining in a miner's chest even after the delivery man has taken all the cobble and iron from it.

Without mods that add new ores, you don't have to check the workers chests. My delivery man (RC12) delivers tools just fine. I just wish he delivered bread. >.<

Industrial Craft does add new ores though, and that was what I was getting at.

I actually wrote the the miner with Industrial Craft in mind, thats why i don't check against a list for what ore to dig out, i check against a list of what NOT to dig out. Of course, now we have to follow through with the D-man.

Yep, the miner will even bring back tons of special stone added in by Mystic stones, digging out massive tunnels in the process. Delivery man wont touch any of it.

I actually hadn't known that the delivery man delivered tools as well, but either way I have to make the tools, so might as well deliver them myself when I make my rounds.

Well, like we're saying, you don't have to make rounds to the worker chests at all, unless you have a mod that adds ores.
You just need to go around to the delivery man's chest, and give bread to the citizen's chests.

Yeah, I get that. Mostly what I mean by doing rounds is making sure people aren't caught in a jam in a doorway, or making sure the builders haven't gotten themselves stuck in a wall somehow (A builder was missing for three minedays, I ended up finding him in the wall of a house)
