Beings as there aren't any threads old enough to be buried yet, we wouldn't tell you to search anyway.
You have to give the builder a build order. If you wanted to build, say, a house... You go to the house, and open the citizen's chest. On the top right of the chest menu, there's an info button. Click that, and there should be a button that says "build house." Click that. It'll put up a sign that tells the builder to build the house.
The builder does not need tools, and as far as I know, the current build doesn't require him to have blocks. I haven't noticed my builders using blocks, anyway.

RC12 doesn't require materials at least, RC13 requires materials again (I like it better that way anyway, gives a purpose to the gathering NPCs)
Builders dont start building the moment that job was filled, they need to be ordered to build a certain structure before they begin(by following Coconut's instructions above). If you've put in the build order and he's still not moving, go stand by him and he should tell you why.
I also can't vouch for the other mods you're using, since you didn't list them. But building works fine with Humans+. The only reason I'm not using that mod as a part of my default pack is because mobs of all factions like to kill my villagers.

Yeah, he should have either a gold or silver colored helmet. If he's not changing, and you've put down the town hall, the citizen's chest and the builders chest, then I have no idea what's going wrong.
The only thing that would make sense to me in this situation is if you have your builder's hut really far away from your citizen's chest, but since you only have the three buildings, I can't see this being an issue.

"Work work work" is just one of the things they say when you walk by, like "Hello." You can actually change what they say in the minecolony.properties file.
All I can think of is you might not have installed the mod correctly.
It's supposed to say the name of the floorplan, not just a number. So, builderhut1 or townhall1.

You did say this problem was also happening when you weren't using any other mods? Then it's not a problem with mod compatibility.
I'm going to have to agree with Coconut on this one and say that your mod wasn't installed correctly, even though you believe it was. (There's really no other options at this point)
So here's what things should look like. Your Minecolony.properties file should be in the .minecraft folder.
The stuff that says place in the mods folder should look like this
roaming\.minecolony\mods\gui\ roaming\.minecolony\mods\minecolony\ roaming\.minecolony\mods\mob\ roaming\.minecolony\mods\MineColony 0.7rc13 (or rc12 if that's what you're using, the installs are the same between them)
and the stuff in the resources folder should look like this
roaming\.minecraft\resources\floorplan\(various assorted .FLOORPLAN files)
Please double check all of this.

Don't forget, you have to install ModLoader first, which does require editing the jar file.

That's interesting, saw in a post on the minecraft forums that Mo'creatures was incompatible. I'll fix this on the wiki and the OP
