The usual problem is that mine colony likes to use some block ids, and so does millenaire. trouble is, there arent enough blocks for everyone, every mod. So no matter what number i chose to use, it would clash with another mod. The same of course is true for millenaire. You need to find out which block ids millenaire uses, and make sure they don't conflict with mine colony.
So either one or both need to have their block ids changed.
In mine colony's case, theres the minecolony.properties file which lists which block ids minecolony uses. Its easy to change, but what to change it to, thats the question.

It looks to me (disclaimer: not a programmer) that it's either the ID conflict, which has always been the conflict between Millenaire and MineColony, or something's up with your ModLoader.
If you're trying to install them all at once, it might help to install them one at a time, and in different orders. For some reason, and I have no idea why, the order you install mods can be the difference between them working and not working. I have no idea what the order for those three would be, or if it even matters.

Ya know, looking at this... it's saying you have ModLoader for 1.8.1, but running Millenaire for 1.9
If you're running 1.9, you need to make sure you're running ModLoader for 1.9, and MineColony RC15.
If you're running 1.8, you need to use Millenaire for 1.8, and MineColony RC14.
