You have to have a citizen chest as well - 1 per worker

After the first 3 (I think. Might be first 4), your workers will require houses be built before working. I suggest Builder be one of the first jobs you provide.

I have found this.. I had a village where the town hall said 8/8 but I only had 2 couples wandering around (even after allowing several minecraft days for them to spawn) - placed more citizen blocks to see if that spawned more but it didn't.
Tried deleting all citizen blocks, and noticed the 4 citizens that had spawned started running off into the woods...
Placed the citizen chests back down and no-one was around.. the runners didn't return and new people didn't spawn - pretty sure the town hall still showed 8/8 though..
I have a theory that the mod has legacy information from previous worlds.. Im wondering if when I deleted tall the cirtizen blocks, the mod somehow picked up the locs from an old world save, and they ran off to the loc's from that expecting their to be a town/citizen block there??
I know there can be crossover of information in two worlds with the same name, relating to the town hall.. perhaps it can also happen somehow for chest locs etc??

Have you tried quitting the game and coming back? I think that bug resurfaced in the last update or two.

Build more Citizen chests and more settlers should spawn.. no need to destroy "existing" wrokers to get more.
Don't forget to get more than 8 citizens though, you need to build the level 1 house on all additional citizen chests (i.e. 5th one and up !!)
