I had a similar problem, Kieren. My problem was that I had a sign placed for a floorplan that didn't exist, and I didn't even realize I had done it. It might be worth it to check and see if you have any such erroneous signs - it was for me.

yes definitely check that the floorplan file exists, but also check the spelling on any 'build' signs you have around your minecolony
also: how many buildings have you built? You might not have transfered all the floorplan files into the right directory in 'Resources' folder. However, if you've made a couple buildings already you probably did this right.

The only time that a builder says this is if you told him to build something that there's no floorplan for. You may have placed a sign with an incorrect spelling. You might also be trying to upgrade a building higher than there are actually floorplans for. It's also possible that your floorplan files installed incorrectly, either because there was an error on download, or they got saved in the wrong location.
In your .minecraft folder, there should be a resources folder. The floorplan files should be there. If the floorplan is there, and you're getting the error, you should replace the files with new copies.
