After the first 4 workers, you MUST build the level 1 house for each citizen chest for extra workers to take their positions.. i.e. for 5 workers, make sure you have at least 5 level 1 houses built to be sure

BTW I assume you have 8 citizen chests down.. if you have less you are bugged.

As you say any new chests will think they are Level 0, even if you place them in the correct place in the correct house of a higher level. The way to resolve this would be to edit the minecraft.properties file and set BuilderInfiniteResorces = true and BuilderInstantBuild=True. you can then re-build the buildings at no cost very quickly... (Just remember to take anything you have added out of them first, or it will get destroyed.) Don't forget to turn them back to False afterwards

Are you running on Rc16b ?? - the B is very important.. it fixed a few issues with builders

Yeah I think the actual file you download isn't labelled as B (Confusingly) - as long as your using the file currently downloaded by the link on the first page of the Rc16 thread, then you should be ok...
Just a thought, I assume your worker chests are relatively close to the town hall and citizen chests ?

so what is the problem? Builder don't finish the buildings or citizens don't take job? If first, this can still be a bug. So you can't fix it. I saw some posts about this even with rc16b. Though I didn't notice that on my machine.
If second, place more citizen blocks and build houses (first level) for them. Hit esc and wait several seconds while world is saving. Citizen will convert to worker. Then you need to build a worker hut, pay salary and give tools if needed.

have you placed a town hall in this map, maybe destroyed it and then placed a second ?
Does this still happen even in a new map ?
Are you running any other mods as well btw ??

You have to try to post the saved game somewhere. Put it into a zip/rar and put onto mediafire or some other file hosting site.

I've finally gotten this problem to showup as well. Farmer and hunter seem very problematic lately, although I suspect it is conflict with another mod, since I didn't notice it happening prior. Farmer like to go for long nature walks or alternately head to the ship and bob up and down under the ladder all day. Hunter after triggering off creepers everywhere (and with elemental creepers I get a huge random assorted mess..including forest fires) refuses to work frequently.
In my latest game I've also got an issue with the both of them where they get killed and won't get replaced. The funny thing is I go and kill their wife and then they both respawn but it keeps recurring. I'm also noticing 5 or 6 people sleeping in the townhall when this happens. So the villagers are respawning but not taking up their jobs. Farm & blind are both level 3 and all houses in the village are at least level 1.
It has been going on for a few game days now and those are the only 2 workers affected.

I am 99% sure your problem stems from placing a town hall, deleting it, placing another etc..
Although you may only have 1 town hall in the map, the fact you have previously placed one can confuse the mod sometimes..
I'd bet a few quid your villagers were congregating around your old town hall position perhaps ?? thinking they still lived there ?

By the way I have found you can safely move a town if you delete all the worker chests, houses and finally townhall (I don't know that the order matters but it seemed sensible to me) before you go and plop the townhall down in a new place. I did this after I decided ice plains was a bad place for a village and I ran that game for a few ingame months without incident.
