Hi, i'm new to this mod, but i'm already like what I see about it. I have always wanted to play a city builder from a more personal perspective.
First about the FAQ, under the Section 'My citizens wont build.' I have to play with the mod in creative when I had the same problem and found this was the problem. You need to have a house chest placed before a citizen will become a builder, in addition to the builder chest.
Now my question, about citizen spawning. Sometimes citizens will spawn quickly, and sometimes they wont spawn at all for lone periods of time in new games. I want to know if any of the following affects their spawn rates: Light, Mob count per chunk, proximity of mobs, or peaceful mode?
Also I note that sometimes a loose citizens that wonder off into the wilderness but my citizen count isn't dropping, they will not however come back to the town block.

Yes, villagers always need homes before they'll work. You have to have an address to apply for a job in the real world, too.
I think the only thing that affects citizen spawn rate is what time of day it is. I've never seen a citizen spawn at night.
What's probably happening with your "wild" citizens is they're wandering into a chuck that gets unloaded. I'm not sure if that makes the citizen just pause until you get close enough for the chunk to reload, or if it completely deletes the citizen... you'd have to ask one of the devs. I think the only thing that would fix it so that they'd stop showing up in your Town Hall stats is to have the Town Hall periodically re-check villagers, but that could cause some serious lag spikes.
