I fixed it but I still dont know what caused it, which is why im not posting this in help.
I was playing a map for a few days extending the city until one day I noticed the lumberjacks not working, they would go to their chests in the morning then go home (swimming through the river instead of taking the bridge grr.) I tried paying them, giving them new tools, killing them and giving new people their jobs but nothing fixed it.
A bit later I realized the builder, delivery man, miner and baker were all doing the same thing. None of the npcs gave any reason, they were silent and just camping out in their houses.
I tried different things to get them working but eventually reinstalled a fresh jar and got a new properties files and am now starting over on a new map since even this didnt fix the old map.
Does anyone know why this happened?

Did you build their huts to at least level 1?

Did you build their huts to at least level 1? Yes, I made sure all buildings are at least 3 blocks above water level. Everything was working fine, then one day it just stopped working for no reason, there were no new buildings or buildings pending. I had been working on making a barn.

He meant the building level. Each worker and citizen chest has a level, determined by the building. When you open up the chest, it should tell you what level it is. Level 0 means no building and level 1 means the standard building.
Sometimes, quitting Minecraft and reloading your map fixes problems like that. Had you tried restarting the game?

Had you tried restarting the game? ahh, yes I am testing the mod out in creative mode so the builders hut is max level, also I reloaded many times with no fix.
