Can't seem to find the information anywhere,
Other than making them larger, and fancier, what does upgrading the buildings actually do?
I know upgrading the houses ups the tax bracket, but does effect the villagers and or workers that live there?
Does upgrading the worker buildings do anything, or the town hall?

The villagers will wear different attire. The ones who don't have houses look like they are wearing rags, whereas the ones that live in tier 4 houses look like 18th century french aristocrats.
Upgrading the Deliveryman's building gives him a lot more storage space in the form on new chests.
I'm not sure about the rest, but I think I've read that upgrading worker buildings helps them work a little faster.
