I was wondering if you could make an optional addon for those whos computers could handle it.
The addond would make it that villagers would keep the chunks they are in loaded. Yes, this would take alot of cpu, but if it is a secondary mod people could choose wether or not to use it.
Why I am asking for this, is I have noticed that the miner, and forrester will stop working as soon as they get far enough away from the player. Making it so the player has to remain within the village, and that all the workers have to also be within a small radius of the village. Greatly limiting potential for expansion.

A good rule of thumb is not to suggest entire new projects unless you're offering to code most of it yourself.
The devs have a lot of things planned, and are plenty busy.

Railcraft has a block that keeps chunks loaded. A chunk anchor I think it's called. Stick one in the center of your colony and you should be good to go.

There are several mods that contain chunk loader blocks. There probably are mods that only contain such things. You should try using one of those.
If you don't know what a "chunk" is, I suggest you check the Minecraft wiki. If you don't know where each chunk is in the game, you can use Rei's Minimap Mod, which has an option to show the chunk boundaries on it's map. There may be other ways to identify chunks though: look around.

I think buildcraft does as well, but it could be an addon to buildcraft that I'm thinking of.

The IndustrailCraft-Buildcraft Crossover Mod includes one of those (though I have never used it myself).

from the look of it, I think rail craft is a subsidary of buildcraft. They have the same main page. =p

I used a chunkloading block with tele-pipes... but that was with BC and IC.
