It appears that some of my local residents were stealing from me, and killing my livestock. So I figured I would just put a fence around my property. It seems to work and deter the culprits for the most part, except for some of the women that walk right through the fence.
I searched the forums for "fence" and didn't see anything. If this was reported before, I do apologize. If a solution was posted, it'd be awesome if someone could point me in the right direction.
Edit: I am aware that they can open gates, as I've seen them go through that way, but other times, they just walk right through the fence. Any idea?
As well, is there a way to prevent them from walking through fence gates?

Well, I believe they have the ability to get at them through the fence if the animals get close, and the dogs that acompany the Hunter are able to fit in the space between a fence and a door, and they will decimate your livestock.
I was able to keep my livestock safe by building a 4 block tall brick wall around my enclosure, and I built a sort of gatehouse at the entrance to the enclosure so that the livestock would not get close to the door, where they are vulnerable. However, the villagers and the Hunter would still try their best to kill the animals, which was annoying.
Eventually, the only good solution I found was to keep the livestock underground. It's not easy to do, but, bit by bit, you can encourage grass to grow on dirt below ground level, and then build a ceiling over it. If you then put some torches, there will be enough light for the grass to keep growing and keep your livestock fed.
At least one of the devs has said that they are working on making the villagers extract resources from animals instead of outright killing them, so it's possible that in a future update these shenanigans will no longer be necessary.

That's what I sorta ended up doing for the animals: built a wall around their enclosure, they're safe. I still need to figure out a nice way to protect my chests tho. In the meantime, I have a fence all the way around my area, with no gate. It's just a little more of pain as I have to jump the fence myself. But oh well...
As for my previous statement that some villagers were going through the fence, I take that back. Turns out there was a gate there that I had forgotten about. Took it off, we're all good there.

In my game, the citizens are not able to go up and down ladders, so the builder, for example, can't reach my storage chests. You could try that.

NPC's also cant go through steel doors I forgot to mention that, but it's true. When I built my first NPC-proof enclosure I used iron doors. If you use wooden doors the NPC will jsut open them. FYI, iron doors can only be opened by redstone signals, which means that you need a switch, a pressure plate or something like that to open and close them. NPCs can't do that, so they can't get through them at all.

I found an easy way to keep NPCs away from the livestock. Just make the fence two layers deep. So that to get to them I just put some dirt down and climb up onto the fence and down and can sheer my sheep without fear of the NPCs killing them.
This method isn't without fault though because in the process of getting out the livestock like to follow you and sometimes end up on top of the fence. A lot of times they fall back down inside but other times they get out and then you have get them back in. Which is a pain with the fence being two-wide.
