Minecolony creates a file called "minecolony.properties" in your main Minecraft folder. In that file you will find many of the mods options, including the IDs used by the mod's blocks.
Every other mod I have stores it's configuration file in the "config" folder inside the main Minecraft folder. Maybe Minecolony should do this to?

Perhaps take the properties file out of the zip and put it in he .minecraft folder? The lumberjack blockid would be in there for sure.

take it out and put it in the .minecraft folder NOT in the minecraft.jar

NONE of the MineColony files go into the jar file! ZERO! You've installed the mod incorrectly, and it won't work, even if you do move that one file.
READ THE INSTRUCTIONS and try installing it again.
