I'm not sure of all the causes that would prevent you from reaching 15/15. What was the distribution of males to females?

Remember, after your first 8 settlers, you have to build more houses to get more settlers.

I read somewhere that Town Hall chests must be spaced a certain distance from each other. 100 blocks, IIRC. I tested this out myself. I placed a Town Hall chest in one location than began flying away spamming the right mouse button until the chest placed, and eventually it did.

Well... I made a new world and i got it refreshed to a new town hall... Unfortunately i picked a really bad spot for it. So i moved it to a swamp biome because its flat..... And its for some reason keeping all the info that it had. and i killed one the citizens even Anyone know why?

You start with a fresh world, theye you had a bad spot. Then you start a new world with a specific biome so you have a flat map. But then I dont get the point. You can destroy the townhall-chest then MC isnt see the buildig as townhall and you can place it somewhere else.

I didnt restart the world because i had tons of iron and gold that i had found... EDIT : Nevermind! It appears i just needed to rejoin my world for it to get more people!

Also, I observed each save with MineColony has a file called "MineColony.state" or the like and has a line which reads "firstTownHall=true" once you set a Town Hall. If you change the true to false, it seems as though any new Town Halls will again spawn with the chest containing materials. I don't know if that is relevant or helpful, and I've not explored the long-term effects of it.
