The most likely cause is therefore the install has missed the townhall chest image, or file..
Can only suggest a re-install of the mod, specifically checking at each step the right files are going into the right folders etc.

I would also caution that once you follow the installation instructions : expect minecraft to turn to the " saving chunks " when you place a townhall chest : it is a random thing but it happens to me often enough that I back up my saves before I place a new townhall chest anywhere in my world just to be safe.
It DOES NOT mean you lost anything : minecraft has to start and update the counters and can sometimes : depending on the state of the world : force you to re-load the game.
Once you re-load the game is fine and you can place the chests as planned : it is just what Notch calls "Java Love".
If you need older versions of Modloader , etc: the forum has links and when in doubt about anything : the members here are a wealth of information as well as the pages they and the developers have created : I do not understand why Minecolony is not part of the Official game, it is so much more interesting : but seeing how Minecraft messes up it's own universe like they were run by Microsoft : I am happy they are not and I am happy I get to experience such a creative and expanding community
